"What is the best way to get to the conference hotel from the nearest airport?"

The best way to get into DC is through Reagan National Airport.  If you'd rather not rent a car, there is a metro rail from the airport that takes you directly to Twinbrook Metro Station , which lets you off directly in front of the hotel.  It is literally less than a block from the entrance.

When you arrive at Reagan National Airport, ask for the metro and how to get on the Yellow Line.  You will need about $3-$4 to ride.  Take the Yellow Line in the direction of Mt Vernon Sq 7th St-Convention Center and get off on the stop that says Gallery place-chinatown. Switch trains and get on the Red Line in the direction of Shady Grove and get off at Twinbrook Metro Station.

If you are travelling over night, be aware of the hours of operation.

Catching a cab could cost you $40 or more to get to the hotel.

If you are good at following directions, you could attempt to get out of the airport to Rockville on your own by renting a car.
